Concept
All families and children applying for subsidized childcare are on the
consolidated list. Participating agencies pull clients to be enrolled from
the consolidated list. This allows immediate service to the most eligible
clients by the agency that has funds and space. Clients only have to place
themselves on one single list. The data is already there, streamlining the
enrollment process later by simply exporting the information. We also keep
a history of all cases, allowing extensive reporting, fraud checking
and case and data tracking.
In addition to tracking clients, the system performs automatic eligibility checks for families and children according to family size, age of children, income and any other program specific criteria.
This way, the KinderWait system is an eligibility system, a waiting list as well as an online application taking system all in one.
Scale
Our database is fully relational, allowing us to implement small systems as
well as consolidated lists for entire states. Our smallest system is deployed in Glenn County, California, which has a population of about 26,000. Our largest system contains the database for Los Angeles County, the largest county in the nation with over 9 million people. We are able to provide a cost-effective solution for both counties.
Ease of Use
The system is accessed by all users through standard Internet browsers.
If the agency wants to permit client access, we provide usernames and passwords to clients and they can access the system from work or home.
Anybody who has ever browsed the Internet knows how to navigate in
KinderWait.
Client
Maintained
Optionally,
clients can create their own records and maintain their own data. They
can access the system via their unique user name and password from any
Internet browser, from home, work or a library or childcare agency.
Agent Maintained
Many welfare recipients will not have Internet access. In this case, they
can call a participating agency. The agent, with the client on the phone,
updates the waiting list on-line. Many agencies use KinderWait as their database to maintain their paper applications. Agents can access the administrative
functions, like updating client records, pulling reports, changing client
status from active to pending to enrolled to terminated.
Reports
Stock reports are provided with the system. Custom reports can be
generated to suit your agency, county or state specific requirements. Also,
the entire database can be exported and sent to your IS department for
ad-hoc off-line reporting using any standard reporting tools. The California
enrollment form CD-9600 is automatically generated by the system. Enrollment
forms for other states can be implemented.
Fraud Checking
Since the list maintains records of all clients (families, children and foster
children) ever enrolled in the covered territory (county, state, etc), we can
cross-check for duplicate enrollment. This capability alone makes using the list worthwhile.
Export/Import
The information contained in the list can be exported to the host systems
automatically upon enrollment. This eliminates duplicate data entry and there
are fewer errors. Data can also be imported into the list when the list is first
deployed. Our staff of database experts can help our clients make a
smooth transition. If the agency uses our KinderTrack subsidy management system, enrollment
can be seamless.
History
All client data is maintained. We even track changes from one update to the next. So it is possible, for instance, to see when income information was changed, and who made the change (client himself or agency).
Forms, Postcards and Mailing Labels
Agents
are able to query the database for clients according to many criteria
and print forms, notices, postcards or mailing labels automatically. The
system also tracks the notices that were sent to clients. This minimizes
the expenditure of postage.
